Submarine base: "It is World War II and the Nazis have just sunk an American ship. The ship's engineer Jim Taggart survives and is rescued by a local fisherman off the coast of South America. Soon Taggart discovers that Morgan has been selling torpedoes to the Nazis but he doesn't know that Morgan has designed the missiles to explode when the German boats go to sea, thus sinking them.
